Similar UI issues as iPad (bug 31971) -- consider using a sidebar and rearranging controls to make use of extra room.
Note also there are some general Android 3.0/4.0 issues (bug 31835 and friends) which are not directly related to screen size usage -- there are Android 2.x tablets as well out there!

Closing this out; the current PhoneGap app sorta handles larger screens, just not super great. It's being discontinued so we'll work on good large-screen designs for the successor native apps.
