Description

The prompt ("If you encounter any technical issues....") was added many years ago when VE was in beta to encourage bug reports. (In fact the message string name is visualeditor-beta-warning)

We usually drop or tone down these CTAs when software becomes more mature. In this case I think the "Leave feedback about this software" link is sufficient. The header message just distracts from the more helpful links tools in the menu.
