Steps to replicate the issue (include links if applicable):

• Visit Speical:NewPagesFeed
• Click "Set filters" to open the filter menu

What happens?:

• Filter menu is same color as the header (and footer)

What should have happened instead?:

• Should be more contrast between the two. "it melts together with the header and footer"
