cloud: introduce a kubernetes undercloud to run openstack (via openstack-helm)

As of today the plan is:

  • create a proof-of-concept deployment in the eqiad datacenter, called eqiad2dev for testing, research and development purposes.
  • expand the WMCS hardware capacity in codfw, including rack, switches and ceph.
    • this will allow to create a customer-facing deployment in the codfw datacenter, called codfw2, that will be the future main Cloud VPS deployment.

Additional context. As of this writing, we have nothing in the roadmap with:

  • expanding into more datacenters beyond eqiad for serving Cloud VPS / Toolforge
  • creating additional openstack deployments, either based on Kubernetes (openstack-helm), on kolla, on the current puppet, or anything
