Description

Once we've got server-side support for pinging notifications such as user talk page updates and other things, we'll need the client to hook up to that so it can listen for updates while closed.

Requires server-side support (bug 32287).

Removing "phonegap-based" from summary since we won't get round to implementing this on the PG app and will do it on the native one.

Stalled on backend and product requirements. Hoping we can work out a plan in Q2 ('15-'16) to deliver notifications in Q3.
