Add a new Cargo query parameter title for the feed export format.

Currently the only way to set the RSS title is to override the _pageName field. That's messy but also means when guid is set based on _pageName you don't get a working URL.

Benefits (why should this be implemented?):

It's not a big deal as the guid doesn't need to be a URL in the first place (though if they're in the form of a URL they might as well be working URLs) - though it might make queries tidier or more readable.
