I think autopatrolled is a good first step, once we get this we may not need a patroller group (it may be handleable by sysops).

@Stang I'm fairly new to phab, what does "stalled" mean and what needs to happen for something to be un-stalled?
Hi @mdaniels5757, when proposing a site configuration change, at most cases a local community consensus is needed, and that's why I set the status to stalled. You are free to change it back to "open" once consensus is reached. More info could be found at https://meta.wikimedia.org/wiki/Requesting_wiki_configuration_changes.
Discussion is without objection and supported by WMF staff leading the WF deployment plan

Verified in wikifunctions beta - both sysops and functioneer has autopatrolled rights.
