Add Wikibase support for a "structured data" tab

Description

I would like to have a Structured Data tab which uses the same component from Commons (https://commons.wikimedia.org/wiki/Commons:Structured_data).
This would enable meta description of the functions and their implementations, better categorization and potentially SPARQL querying.

I suggested it in Project Chat, where there already some requests about SPARQL features.

This is an extremely expensive feature request (on the order of ~US$3m at a rough guess, based on my experience with Structured Data on Commons), plus a major on-going operational cost to host and run another SPARQL query service that is also not part of any current budgeting. That doesn't mean I'm saying "no" out-right, but it would be good to have this task very seriously expanded with the compelling user stories for what makes this a high-value use of time, so that it can be properly evaluated as a potential piece of work. Can you give some examples of things you'd like to do that this would enable?

I can imagine some use cases for that, and it would be great to have that, but for now we will focus on other tasks first.
