Add language code "hoc" (Ho) for Wikidata labels

What happens?:
The only closest name that appears is Hiri Motu which is another language. Note that the same issue applies to the "List of Header" gadget, as it doesn't recognize the Ho language in the first place. Emerging Wikimedia communities, which often are made up of a handful of contributors, would feel very discouraged when their language is not recognized in a platform claiming to support all languages.

What should have happened instead?:

  • Ho language should appear in the first instance

MediaWiki currently doesn't support Ho properly because not enough of the interface has been translated at - once that has been done, the language will be added to MediaWiki and be available everywhere, including Wikidata.

This is available for monolingual text statements now, following T341409, and was already available for lexemes. It would be possible to add it separately for labels before then, but labels will be of limited use until the language can be used as an interface language.
