Update the Metrics Platform Java client library to include new API for submitting core interaction event.

Basic methods (TBD in T345439):

createEventSubmitter()
submitEvent()
submitClick()
submitClickCustom()

Acceptance Criteria

Current production instruments use the new API to submit events
Data from Hive is verified/validate
