Add additional metrics to quarterly reporting

Description

Add new sections to quarterly reporting [LINK?] to include the following additions:

  • Add content metric (% of new quality content about underrepresented topics [gender & geography]) to quarterly reporting. (Open question of whether quarterly visualizations should be developed)
  • Add programatic expense ratio
  • Contributor inventerventions

@nshahquinn-wmf : wanted to make sure you were aware of the decision for Gender metrics T346160#9211877 .
when I calculated the baseline I only used male, female and non-binary categories but it should be modified as mentioned in the decision record above.

@OSefu-WMF I rewrote T346345 to cover Hamid's work on code for the content metrics (where it's not really useful to distinguish between the monthly and quarterly).

So I'm not sure what is left for this task. Is about asking making the quarterly report/spreadsheet which we'll share? If so, I don't think I'll be doing that so it should be reassigned 😊
