We need to define what the user experience should be for a user who is blocked from editing.
Should users who have some form of block be allowed to submit the incident report form? If so, should they have different rate limits?
While it's probably clear that in most cases, we don't want users who are blocked from editing to be able to file an incident report, it may be the case that the user who is blocked was harassed by someone who has the ability to issue blocks.

This came up in discussion today with @Dreamy_Jazz.
My proposal for the MTP is that we do not allow blocked users to submit the incident report form. But I think we should figure out a more nuanced implementation for future phases of development. Thoughts?
After someone has been blocked, even messages such as "this is what happens when you mess with me/my friend.." is also a form of harassment. I would say if possible a blocked user should also be able to report an incident. But whether it's needed for V1 should be discussed with @Madalina
I think this will fall under the use case of harassment caused by Admins or people in positions of power. This is out of scope for the MTP. But we should check back on it for later iterations.
TL;DR:
Makes sense. Shall we put this under the MVP epic, then? I think it would be important to have some rules around how we handle blocked users, before we get to any production deployment.
Another question for @JSengupta-WMF @Madalina, should we separate the ability to file reports from the ability to edit? For example, a user might be blocked from editing (perhaps by an admin who is harassing them) and we'd still want the user to be able to file an incident report form?

Hi. I have some scenarios that would be good to clarify the intended behaviour for whether a user could submit a report.
Should User:A be blocked from submitting this report on User talk:C because they are blocked, or should the block check whether the user can edit the page they are reporting a comment on.
Should User:A be blocked from submitting this report because the way these reports are sent for review is through emailing?
@Madalina could you please comment on how you'd like us to handle these questions (in MTP or later phase), either here or in T348322: Set up anti abuse measures?
Expected behaviour for the MTP:
For later phases we will need a more in-depth analysis on the reasoning behind the blocks in order to understand whether there are indeed scenarios in which users on the blocked list should be able to file reports.
