Description

Update the Language team's cloud instances to the latest Debian image available. Some instances require deleting and merging into one. I'll list them down as the task progresses.

While we are at it, can we setup WikiFamily: T345340: Setup Wiki Family on CX / SX staging

It would also be good to setup some monitoring for these instances so that we know when they go down and we can work on bringing them back up.

Currently https://sx.wmflabs.org/index.php/Main_Page is down.
