Help:Toolforge/Performance has valuable information about troubleshooting and improving performance of web services running on Toolforge. It's written from an SRE perspective focused on performance testing scenarios and identifying improvements for each of them. Some of this type of information is in more visible Toolforge docs, but it would be good to have a single page people could visit to learn about performance improvement and pitfalls to avoid.

1. Check if information in https://wikitech.wikimedia.org/wiki/Help:Toolforge/Performance is still valid. If not, remove it.
2. Remove or relocate all information that is overly-detailed or focused on admins / SREs; refocus the page on what users would need and want to know to test their web services' performance and improve it.
3. Add section content / links to tools that are available to tool developers for monitoring their tool performance, like https://grafana.wmcloud.org/d/TJuKfnt4z/kubernetes-namespace?orgId=1 (?) Others?
4. Contextualize content in other docs by highlighting how Redis and other Toolforge services can help improve tool performance.
