Epic: T288160: Development and test environments for AQS 2.0 Cassandra services

Description

aqs-docker-test-env is the Cassandra test environment we use to run unit/integration/QA tests for all cassandra-based services during the development. Currently it's hosted in a personal repository and it should be move to an official one (probably here)

Acceptance Criteria

We have a new location keeping in mind we have other two projects that also need to be migrated (is this group the right location?)
The project has been migrated to the new repo
Documentation has been updated with the new location
