Description

Goal:
Bring over blocked messages and edit notices from old editor

Requirements:

Show destructive alert
Add error handling if wikitext fetch fails
Allow “next” button to take user to next flow
Add edit notice panel
Add blocked message panel
Add protected pages panel
On EditSaveViewController, ensure blocked / abuse filter messages presented there take user back to native editor if they choose the “go back” option

Testing notes

Please regression test alerts, errors, edit notices, blocked messages, and protected page functionality on native editor.
