Description

Background
We have set up incident-report-system-beta@wikimedia.org as the email address that should receive reports for the MTP release. However it doesn't seem to be working.

Steps to replicate the issue
Send email from external email address to incident-report-system-beta@wikimedia.org

What happens?
Email does not arrive.

What should have happened instead?
All members of the incident-report-system-beta@wikimedia.org mail group should receive the email.

From weekly check-in meeting today, we'll postpone this to the MVP and verify that emails are sent from testwiki. I am creating two follow-up tasks that I'll link here.
