The docs/README.md file in Mismatch Finder has become quite large and unseemly. We can make it a little slimmer and easier to parse if we extract dome parts of it into their own files.

Acceptance Criteria:

• The Frontend, Localization and Jobs sections are moved to a new file titled "Local Environment" or similar
• The Linting, Testing, and Staging sections are moved to a new file titled "Verifying changes" or similar
• The Troubleshooting section is moved to its own file
• The Chores section is moved to its own file
