Works for me with the RC1 apk image loaded in Android SDK emulator, 2.2 with Google APIs.
The initial location is (0, 0) which is in the middle of the Atlantic ocean, so I have to zoom out to see anything but the map tiles do show.
Note that the Google Maps API key is hooked to the *signing key* of the application, so if you built it yourself with a locally-produced debug key (the default) you won't see any map tiles ever.
