List wikis where Flow and LiquidThreads are used

Description

As we work on T346108: [EPIC] IP Masking: StructuredDiscussions (Flow)/LiquidThreads Community discussion, we need to know where Flow and LiquidThreads are deployed.

This task covers two needs:

  1. the following list needs to be checked and updated if needed,
  2. for each of these wikis, we need to have an overview of features' usage:
    • number of pages that use the features
    • number of edits made using these features per month (if a limit is needed: last 3 months)
    • number of edits made using DiscussionTools on average per month, as a point of comparison

wmgUseLiquidThreads, wmgFlowEnableOptInBetaFeature, wgFlowReadOnly, wmgFlowEnglishNamespaceOnly values in https://noc.wikimedia.org/conf/InitialiseSettings.php.txt should be the canonical source.

Incidentally, it would probably be low-hanging fruit to uninstall Flow from commons, since the community requested it be uninstalled in 2018 and was vetoed (instead getting read-only mode).

@Trizek-WMF it sounds like you have the canonical source now, so you might just want a little more data on usage. I think this data here covers some of what you need: https://people.wikimedia.org/~urbanecm/growth-team/flow_usage_report_20230913.html

Perhaps you and @Urbanecm_WMF could work together to expand that report to cover the most critical data needed. Ideally we can timebox this task to just an hour or two as engineers have several other competing priorities right now.

Fine with me! I spent some time with this task and I updated the table with the requested data. The "LQT" and "beta feature" sections should be accurate as of today. If more data is needed to help moving this forward, please do feel free to ask, I'm happy to provide whatever numbers we need for this project.

While working on this, I noticed that arwikiversity has Flow installed, but no Flow boards. I didn't include the wiki in my table, considering it never seems to used Flow in the past. We should probably uninstall it there first :).

Not really Code Review, but I feel this is most appropriate column, given I'm not actively working on this ATM, and I'm waiting for review of the work I did.
