Correct IDP login page Privacy Policy

Description

Going to https://idp.wikimedia.org/login without having an account, the footer links to https://foundation.wikimedia.org/wiki/Policy:Privacy_policy (which implies that providing an email address are optional).
However, on https://idp.wikimedia.org/login the link "Need to create a Wikimedia developer account?" goes to https://idm.wikimedia.org/signup/ which requires providing an email address (see T350126 for IDM).
This seems to contradict (as I had pointed out in off-topic T285354#9193506).

Thus link to https://foundation.wikimedia.org/wiki/Special:MyLanguage/Policy:Non-wiki_privacy_policy instead.

Thanks. Does anyone regularly review tickets so I don't have to manually find and ping people? This ticket is a legal issue which has been sitting here for nine weeks.

It's already live, we updated CAS two hours ago. If you log into idp.wikimedia.org the links have been updated. Thanks for the patch!
