In my understanding of the sidebar, the first two sections in it are useful links across Wikipedia while the tools section is for page-specific or editing tools. Makes sense. However, "Special pages" is a black sheep. It does not do anything page-specific and is a simple link that's a collection of links. Somehow, this atrocious behavior is consistent across every single desktop-oriented skin.
