User story & summary:

As an experienced editor, I want access to the Homepage, so that I can view my impact module and suggested edits.

Background & research:

This task is important because community members have asked for this: Making homepage feature discoverable for all users.

Furthermore, the Growth team envisions the "newcomer Homepage" as evolving into a Homepage that includes modules that can be added as editors deepen their involvement in the wikis. Long term, editors should be able to customize, remove, add, and move modules around. Editors should have access to modules that support their specific interests on the wikis (patrolling, admin tasks, campaigns, mentoring new editors, etc.)

Questions / Considerations:

1. As a newcomer, I play around with my Preferences and turn off the "Newcomer editor features". When I reenable them, or visit Special:Homepage, am I opted out of Mentorship? (KS: I think this is OK, it's an edgecase as most new account holders aren't adjusting preferences).
2. If we allow any logged in user to view the homepage, then the "Display newcomer homepage" preference becomes rather moot.
3. This change makes the Homepage more accessible to experienced editors, but it doesn't actually make the homepage more discoverable. We should consider a follow-up task to help with discoverability in the future.
4. If we make this change should consider some follow-up tasks: cleaning up "Newcomer" homepage language. Adding a clear place to direct feedback T229869: Homepage: feedback module, T275155: Homepage: remove the startemail module from the homepage once users confirm their email.

Given I do not have Display newcomer homepage enabled in my preferences,
When I visit Special:Homepage
Then I can still view my Homepage
BUT I am opted out of Mentorship
