In the context of https://phabricator.wikimedia.org/maniphest/?ids=330797,337606,337650,336906,336907,336908,337308,348115,351502#R .

All its policy settings are set to "Administrators" anyway and it has not been used, but e.g. adds an entry "Ponder Questions" to "Content Type" when I go to https://phabricator.wikimedia.org/herald/query/advanced/ - thus additional UI complexity with zero value.

TODO:

Uninstall in the UI via https://phabricator.wikimedia.org/applications/view/PhabricatorPonderApplication/
Remove from default settings (via patch in GitLab)
Check that "Local Config" at https://phabricator.wikimedia.org/config/edit/phabricator.uninstalled-applications/ reflects this
