In https://gerrit.wikimedia.org/r/plugins/gitiles/mediawiki/extensions/Cite/+/refs/heads/master/src/AnchorFormatter.php#78 there are two functions which produce the same output, left over from a migration step. Pick a function name, merge all usages, and update the documentation (probably take all of both sides of the doc).

That's a misunderstanding, I'm afraid. This is part of T298278. The code was in an unfinished state for a little while after https://gerrit.wikimedia.org/r/979672 and before https://gerrit.wikimedia.org/r/977678. Most of the explanation is in the last patch.
