#siteSub is missing in Nepali Wikipedia

Description

After the new vector skin update, the #siteSub is no longer showing up. Is this bug in the code or a wiki specific issue?

It's historically hidden by default for all skins so you need to display it via gadget or site style e.g. MediaWiki:Vector-2022.css.

We do want to change this as it doesn't seem like a sensible default (I merged this into that task)
