Migrate memcached servers to PKI

Description

Our memcache clusters (main + gutter pool), make use of the server's puppet certificates for TLS. Most services using this pattern have migrated to PKI as it is a cleaner solution and decouples a services' communication capabilities from puppet or a puppet upgrade.
