Relocate disable-tool-archive-dbs.service

Description

disable-tool-archive-dbs.service is currently running on the sgecron nodes because that was a convinient place to put them. The sgecron nodes are going away, but ToolsDB is not at least at this moment, so we need to relocate that job to some other node.
