Lingua Libre's UI should be translated and internationalized.

If possible, we should also try to reuse existing translations of the RecordWizard MediaWiki extension (from TranslateWiki).

The front-end also makes heavy use of Wikimedia Codex, which natively supports RTL and locale-specific display for all its components and some icons.
