New system message – documentation header for non-wikitext pages

Description

On resource pages and others than wikitext content model a system message should be transcluded, before formatted content starts.

  • On Lua pages there is already a documentation head configurable.

On resource pages .css .js .json a system message clearyourcache is present.

Purpose
Display any guidance, link to project pages, explain data structure or whatever.

It might be switched depending on user language, content type, existence of documentation snippets etc. by template programming, one system message would fit all needs. Could cover scribunto as well, since different appearance.

Assuming this is about MediaWiki core (please add project tags so tasks can be found in the corresponding baskets)

I am longing for non-wikitext only, since there is a gap, but I could handle wikitext as well. A distinction depending on CONTENTMODEL and perhaps namespace would be required anyway, e.g. JavaScript in user space vs. JavaScript as MediaWiki: gadget, with different guidance and suggestions.
