Add a foreign-resources.yaml file to TemplateData

Description

TemplateData has a version of jquery.uls, should be registered using ForeignResources so it's show up on Special:Version and managed using php maintenance/run.php ./maintenance/manageForeignResources.php for credit, safety, and ease of traceability.

VisualEditor also provides such a version, not sure about conflicts in ForeignResources

If the version matches, it should track it comes from different places. If it is a different version, it will appear as its own entry...
