It is often difficult to judge whether a translation request requires a notification. In my opinion, the best design would be to have an advanced priority system with expiry deadlines.

In this way, a newsletter could have “Urgency” priority (highest) until 15 January, then automatically subsided to “Historical” (lowest); whereas another page would have “Documentation” priority (middle). Translators would choose how to be notified depending of the priority and deadline (for short deadline, being notified through a monthly digest does not make sense).
