AutoModerator should check some reverts, but not others.
When AutoModerator is reverted by another user, we should assume this was because AutoModerator made an error. We don't want AutoModerator to get into edit wars with human editors.
An editor reverting their own edit might look like a large removal of information, but it's actually an innocuous edit, because the editor is just undoing their own work. As such, we would like to skip these edits entirely.
- If Editor A makes an edit and Editor B reverts that edit, the revert should be checked
- If AutoModerator reverts an edit, and Editor A reverts AutoModerator's revert, the second revert from Editor A should not be checked
- If Editor A makes an edit and Editor A reverts that edit, the revert should not be checked
