Steps to replicate the issue (include links if applicable):

• When a maintenance category like Articles that are complex from (insert month and year) is emptied, the category automatically self-nominates itself for quick delete under empty category

What happens?: It nominates itself and shows the QD tag, however, it does not go into the QD queue unless an editor makes a null edit

What should have happened instead?: It should do as it’s doing with the self nomination, but it should also put itself into the QD queue for administrative notifications
