In T356925: Update or duplicate GlobalBlocking messages to allow staged deployment of blocking accounts, several existing i18n messages were duplicated by adding the -new suffix so that they could be customised to indicate support for globally blocking accounts. However, the existing messages needed to remain unchanged so that they could still be used if global blocks on accounts were not yet enabled.

Once T358773: Remove the global accounts block configuration flag is completed, we should be able to remove the old versions of these messages from the extension as un-used. In T358777 we will rename the messages to no longer include the -new suffix once translatewiki.net has fully deleted the relevant message keys (to avoid deleting the new version).

Acceptance criteria
