Community Configuration: Add Information section to "Suggested edits" community config form

Description

Background:

Both the Growth team, and the Apps team have both developed Image Recommendations suggested edit tasks. The audience for the Apps team image recommendation task is editors with more than 50 edits, while the growth team's is Newcomers. The Growth team's Image recommendation feature is currently configurable, but the Apps' feature is not. In order to reduce confusion, we should make it clear to users making a change on growth's Image recommendations using community config that their changes will not apply to features in the app.

NOTE: we should make this update for Community Configuration 2.0, we do not need to adjust Special:EditGrowthConfig.
Acceptance Criteria:
  • Add information section to the top of the 'Suggested edits' Community Configuration form.

Suggested Edits help newcomers get started editing. Newcomers on the web and mobile web have access to Suggested Edits via their Newcomer Homepage. Suggested Edits receive the “Newcomer task” tag.
Please note that updates to this form will not impact Suggested Edits within the Wikipedia iOS and Android Apps. Please reach out to the Apps team via Talk:Wikimedia_Apps to discuss mobile app features.

Thanks Hailey, I agree it would be good to add a distinction here so it's clear that these settings don't impact the mobile app's image recommendations.
We are working to finalize language for the new Community Configuration form, so I'll chat with @JFernandez-WMF about this task.

Note from discussion: due to the generic configuration form, it's challenging to add this text to the sub-sections of the form, but we can easily add it to the top of the form fairly easily.

@JFernandez-WMF - can you mockup a design for including this to the top of the Suggested Edits form?

Could this be implemented in CommunityConfiguration with the functionality described in T358221: Add support for displaying grouped configurations / T358335: Allow to display informational header text in the editor or is there something else missing?

If we accept to have the section only displayed once at the top of the suggested edits form this task is already actionable. If we really wanted to have the informational section displayed two times in the context of each task type we'd need ad-hoc development. Not sure if T358221 grouping would help for this. The reason why T358221 is related to this is because both tasks would benefit from implementing a UI declaration abstraction, aka UI schema mentioned in T343072: Community configuration: Write specifications for the Editing form

I'll discuss with Julieta, I think we should keep this simple and add the info to the top of the form.
However, we should also then add some general information about Suggested Edits.

@JFernandez-WMF - the figma design(Labelled as New Design) in the task contains another paragraph starting with Some type of Newcomer Tasks are surfaced..... Is this paragraph also supposed to be part of the Acceptance Criteria? CC: @KStoller-WMF

That text is contextual to the first field not the whole form so we cannot display now as it shows in the designs. Also we don't have support for html parsing (hence the links) in help texts yet. I would omit it for now.

@Etonkovidova , to note while testing this, there are 2 new line breaks between the two paragraphs in the informational section of the Suggested edits because MediaWiki ignores single line breaks by treating them as a single space. The design in the figma could not be achieved.

Checked in eswiki betalabs - looks as per the design. Added the task to T362728: [QA task] Community Configuration - testing in production .
