[This was proposed on Wikifunctions:Naming conventions by Msz2001 in August, but never made it into Phabricator.]

As used on https://www.wikifunctions.org/view/en/Z10512 – some of our Functions will have standard, language-independent labels, and it'd be great to provide these as extra aliases when they exist, e.g. in the "About" box or when searching.

Note that we already have special treatment of language objects to insert their language codes ('en' etc.) as 'mul' aliases; this will make them more prominent.

TODO: If we accept this proposal, write up the acceptance criteria.
