Replace private subtags with recognized BCP 47 variant subtags for Minnan (nan)

Description

As pehoeji and tailo variant subtags were added to Language Subtag Registry on March 4, 2024 [1],
we should now use recognized BCP 47 subtags instead of private -x-* subtags (for example, [2] ).

  • nan-x-Q56929 => nan-latn-tailo
  • nan-x-Q559173 => nan-latn-pehoeji

Event Timeline

Wikidata now uses the languages from the cldr extension for monolingual text and lexemes, so if you add them to LocalNamesEn.php , they'll show up in Wikidata.

I fixed the lemmas and representations on forms with a bot as soon as the codes were available on Wikidata (e.g. https://www.wikidata.org/wiki/Special:Diff/2162481928) and there don't seem to be any left according to https://w.wiki/Afkm.

Although they're not using the private-use subtags, there are still some monolingual text statements that are using qualifiers instead of the new codes, "native label" on items (https://w.wiki/Afkg) and "usage example" on lexemes (https://w.wiki/Afke).
