Background
We want to make it easy for editors to add short, descriptive edit summaries, especially when completing suggested edits on iOS. For example, if a user recently added an image and caption suggested edit summary chips "Added Image and Caption" should appear first. If they only added Alt text, “Added Alt text”, should appear should appear first. If they added an article description, "Added article description", and so on.

This would ideally be a component that can be used for all edit summaries, especially future suggested edit flows.

• Could suggested edit summary chips match the edit about to be published?
• Could toolbar button tracking be a way to guess what actions the user has just taken?
