File redirects should still show usage

Description:
When an item in the File: namespace is a redirect, the usage should still be shown. This is most important on Commons where we need the global usage.

For example, I looked at http://commons.wikimedia.org/wiki/File:087882_cf786e35-by-Roger-May.jpg when there was a file on that name and noted that it was used in several wikis. I moved the file - now I cannot see which articles use it.

The usage is still tracked as usual. GlobalUsage does not ignore redirects.

Just as on normal File pages, a redirect page in the File namespace also has a action menu with a link to "Global usage".

I disagree with this bug being invalid (hence re-opening) - comment 2 certainly gives a work around, but I still think that https://commons.wikimedia.org/w/index.php?title=File:087882_cf786e35-by-Roger-May.jpg&redirect=no should give a list of files in use (Or we should have a good reason why not to). Potentially the list of usages at the bottom (of the target) should even include a link to usages via redirect if applicable.
