Inconsistent text direction for sitelink group headings in rtl languages

Steps to replicate the issue (include links if applicable):

What happens?:

The number of entries in the sitelink group headings is not consistently positioned. If the heading hasn't been translated (or rather, if it's in a ltr script), the number of entries is displayed to the right of the heading instead of to the left, with no space between them.

The same happens if neither have been translated. If the heading has been translated but the number of entries hasn't, the number is not in the right place, e.g. on https://www.wikidata.org/wiki/Q746157?uselang=ug:

What should have happened instead?:

When the interface language is rtl, the number of entries should be consistently displayed to the left of the heading. The text for the number of entries should be displayed properly.
