Background
Previously there has been desire to targeting users on non-article pages eg. T360892: Survey moderation product users on their satisfaction with the product.
In particular it would be great if we could survey on Special pages.
Currently surveys are restricted to the main article namespace (0) with the exception of the main page.
Acceptance criteria
- It should be possible when defining a survey to specify the namespaces it runs in e.g. [ -1 ]
- By default surveys should be limited to namespace 0 e.g. the default value is [ 0 ]
