Per T352675#9665498, the customisable edit summary will be a plain (albeit Wikimedia markup supporting) string. In the future we might want to give users the ability to add variables to the string. The main use case we can see is adding the username of the reverted editor, to clarify which edit has been reverted, as is the case in the default MediaWiki revert edit summary.
