Follow up to https://phabricator.wikimedia.org/T361158
There are instances where our appearance settings will not apply to the interface a reader is viewing at that time.

As a reader, I want system feedback when appearance settings do not match my expectations of the interface.

Exception handling copy is the same across Vector and Minerva
In Minerva, toast pops up with standard toast behaviour when a user loads an exception page

Exception handling is already built into Minerva for night theme. Is this for other options such as section collapsing and font size?

What will happen on pages where both font size and night theme is not available?

(I see the notification on https://test.m.wikipedia.org/wiki/Banana with night mode enabled)

I am a little confused about what is needed to be done here - as night mode already shows a message.
