Accordion Accessibility Improvements

Description

Currently there are accordions on the FAQ, Use of Funds, and Hall of Fame pages that are not accessible.

The <detail> and <summary> tags look like good candidates for accordion components (they are semantic, <summary> shows up as a focusable button), but they are hard to use and might cause accessibility issues in certain cases. We might still experiment with them in this ticket, but we might need some additional markup. See these articles:

@AbbanWMDE It's working fine on Windows, but using Linux/Orca I can't reach the further explanation of an item after expanding it. Using the cursor keys scrolls the page and the tab key moves the focus to the next item.

Never mind, the reason for this is that Orca starts in focus mode by default. It needs to be set to browse mode to be able to use the cursor keys to make it read the content.
