Steps to replicate the issue (include links if applicable):

Go to https://en.wikipedia.org/w/index.php?title=Main_Page&useskin=minerva
Scroll down to the bottom of the page

What happens?:

Bottommost line only has a link to the privacy policy

What should have happened instead?:

Bottommost line should also have a link to the mobile view, like Vector-2022 does
