Description

Set up project repo
Set up RapiDoc integration and component
Add a note to the site homepage that the site is under construction
Set up the build pipeline so the site can be published to doc.wikimedia.org during development for ease of collecting feedback, but don't add the link to the doc.wikimedia.org homepage for now

We're currently investigating a limitation with docpub in which the URL of the site on doc.wikimedia.org must conform to the path of the repository in GitLab, which means we cannot publish the docs site to doc.wikimedia.org/analytics-api as planned. We are currently exploring options and alternatives.
