Description

Now that there's native GitLab integration in Wikibugs, can we stop sending @CodeReviewBot Phab comments to IRC?

I should probably get T364490: Wikibugs' gitlab connector stops working without a strong sign of why figured out first, but once that is done then it does seem reasonable to add @CodeReviewBot to the ignored_users list.
