Description

The EventStreamConfig mediawiki extension is an API boundary between Event Platform and its consumers / producers.

The goal of this task is to document its current implementation, and deliver a Design Document to inform eventual paths to refactoring.

After re-scoping both Config Store and MPIC, we decided to not move forward with refactoring ESC at this stage. A summary of this task is available on wikitech. A design doc is available at Stream Registry.
