Unify tagging for Suggested Images

Description

Growth and Android offer suggested edits. When a user adds an image to an article, this edit is tagged so that anyone can patrol it.

How tagging is done differs between the two features, which doesn't allow patrollers to grasp all changes all at once.

  • Growth uses a tag, which appears as part of the meta-information around the edit. These tags are fully integrated in the default experience (History, Recent changes, Watchist...).
  • Android uses a hashtag added in the edit summary. Hashtags are not clickable nor searchable. Images added using the suggestion feature on Android can't be patrolled without the use of an external tool.

My recommendation: use tags instead of hashtags, with the same pattern Growth set.
